      Description

I've had trouble running the DBF 1.0 release, and trunk, when behind a HTTP proxy. I don't want it to connect to the internet at all.

It took a bit of debugging, as the error handling was bad I had to make debug builds of xalan, xerces and resolver.

I found that it could all be fixed by changing xml-catalog.xml.

See attached patch that applies to revision 590660

Here is the patch to fix the resolver so that it uses the local DTDs and doesn't try to connect to the internet.

Please test and commit to trunk.
