Description

Preconditions:
1. Spark cluster is in running status

Steps to reproduce:
1. Reconfigure spark parameter for notebook or spark cluster

Actual result:
1. Docker is executed
2. Notebook or spark cluster status is still in 'Reconfiguring' status

Expected result:
1. Docker is executed
2. Notebook or spark cluster status is updated (failed or running)

In this case docker runs with '1', so instance status should be 'failed' on DLab UI.
