Preconditions:
1. SSN is creted on GCP

Steps to reproduce:
1. Create project

Actual result:
1. Project is created on GCP console
2. Project creation docker executes with '0'
3. Project status is 'Creating' on DLab UI

Expected result:
1. Project is created on GCP console
2. Project creation docker executes with '0'
3. Project status is 'Active' on DLab UI
