Description

When local endpoint are disable(disconnected), we don't have possibility to change local .yml files.
To fix that we need to:
[*BE*] :

• Always send local files, even if local endpoint are disable

[*FE*] :

• Send request for /config/multiple with endpoint = local, even if local is disable
• Always show drop down, _f.e: with inactive local, and active external ( but user can still edit/restart local .yml files)
