Description

Preconditions:

1. Dataproc is created on Zeppelin/Jupyter

Steps to reproduce:

1. Install valid library <csvread> from r package on Dataproc

Actual result:

1. Library is not installed:

Error in loadNamespace(name) : there is no package called ‘devtools’

Expected result:

1. Library is installed

 I do not know about RStudio. Because i am not able to create a Dataproc on RStudio: https://issues.apache.org/jira/browse/DATALAB-2113
