1. Go to Billing.yml on Configuration page
2. Look at the top of Billing.yml

Actual result:

1. 'spring:' is absent for Billing.yml for Azure
2. # Specify is absent for Billing.yml for AWS

Expected result:

1. 'spring:' is present for Billing.yml for Azure
2. # Specify is present for Billing.yml for AWS
