Actual result:

1. RStudio/Jupyter/Zeppelin/Rstudio with TensorFlow creation fails with error:

Error: Failed to install 'IRkernel' from GitHub:
[datalab-user@172.31.16.2] out: (converted from warning) package ‘pbdZMQ’ is not available (for R version 3.4.4)

Expected result:

1. RStudio/Jupyter/Zeppelin/Rstudio with TensorFlow creation is successfully
