Description

Preconditions:

1. Notebook/cluster are created on remote/local endpoint

Steps to reproduce:

1. Go to environment management page
2. Stop/terminate notebook/cluster

Actual result:

1. Appears error message
2. Instances are in previous statuses

Expected result:

1. Instances are stopped/terminated
