Description

Preconditions:

1. Billing is available for project

Steps to reproduce:

1.  Set project quota more than real used project quota

2. Start notebook

Actual result:

1. Notebook is starting
2. There is not error message

Expected result:

1. Notebook is stopped
2. Error message appears: 'Oops! Operation can not be finished. Resource quote is reached'
