Description

Preconditions:

1. It is impossible to connect to pkg.jenkins.io

Steps to reproduce:

1. Deploy DLab via Jenkins job

Actual result:

 1.  SSN deployment fails

2. SSN is running on Azure console

Expected result:

 1.  SSN deployment fails

2. SSN is terminated on Azure console

Now SSN creation was failed on the other stage, however SSN was still running on Azure console.
