Description

Preconditions:

1. Notebook1 is created in Project1
2. Any cluster1 is created on Notebook1
3. Notebook2 is created in Project1
4. Any cluster2 is created on Notebook2

Steps to reproduce:

1. Stop cluster1
2. Go to action menu for Notebook2

Actual result:

It is forbidden to stop/terminate Notebook2

Expected result:

It is allowed to stop/terminate Notebook2
