Description

1. Any instance is not stopped in case of quota exceeding

Preconditions:

1. Instances are in running status

Steps to reproduce:

1. Set quota (total/project) less than it is used in real

Actual result:

Instances are NOT stopped

Expected result:

Instances are stopped

2. If project quota is exceeded it is allowed to create new instance

Preconditions:

1. Project quota is exceeded

Steps to reproduce:

1. Create a notebook/cluster

Actual result:

Notebook/cluster is created

Expected result:

User is not allowed to create notebook/cluster
