[DATAFU-109] Update release docs based on 1.3.0 feedback

Description

For the next release we should do the following, and also update the documentation on releasing:

• Source release archive should go in the right place [1].
• Sign using an apache email address
• Use a hash other than MD5.

This is based on feedback from the 1.3.0 release [2] [3].
