[DAFFODIL-2764] tdml.md and RunnerFactory disagree on default roundTrip behavior

Description

The TDML documentation and the TDML Runner disagree on what the default round trip behavior should be if a TDML test file does not explicitly specify its desired round trip behavior.  We need to reconcile the disagreement by fixing one of these places:

Do developers agree that we should fix the documentation, or are we breaking a TDML standard that we'd agreed upon with IBM?  Does IBM's TDML runner use the opposite behavior (onePass instead of none)?
