Description

Now that we have layering support (real soon now) there are some less commonly used layerings that are nevertheless standard, and we ought to support.

Content Transfer Encoding: quoted-printable is part of IMF.

Encoded-Word is part of MIME and it supports Q-encoding (similar to quoted-printable), and base64.

The job is to support all of these "variations". The Encoded-word base64 is likely to require another base64 layer variant as well.

Set this as lower priority, but of course it will jump up as soon as somebody in fact needs this.
