[DAFFODIL-1730] latest link to DFDL html spec is broken

no longer works.

But if you replace "latest" by "1.1.0" it works.

I think this is because I deleted the daffodil-core/doc directory - since most of the content was stale.

I will put back the html version of the spec there.
