[DAFFODIL-1703] bits unparsed incorrectly

Description

Bug came up working with STANAG 5516, the transition when unparsing from one message to the next is missing 2 bits, so everything is shifted over and wrong.

Test cases that illustrate this that can be used in regression need to be created.
