[CXF-8064] OpenApiFeature(OpenAPI V3) should be able to work with camel-cxfrs endpoint

Description

we should add another ContainerRequestFilter for OpenApiFeature, so the swagger related request can be intercepted and won't go in camel router, like what we've done for Swagger2Feature.
In V3, io.swagger.v3.jaxrs2.integration.resources.OpenApiResource.getOpenApi should be used to fetch swagger(json|yaml) payload
