[CXF-8044] Setting compiler-fork to true is causing problems with Dynamic client

Description

The simple frontend's DynamicClient, when it detects it is running on Java9+, sets the system property org.apache.cxf.common.util.Compiler-fork to true. This causes a variety of problems on Java 11 systems, in particularly on Windows. There should be no need to set that and there isn't a way currently to NOT set it.
