      Description

This improvement provides the possibility to control the engagement of osgi service based features and lifecycle listeners to a specific CXF bus.

The intention of this change is to provide this control in both directions.
      1. a bus can filter out features, etc published from specific bundles
      2. a feature etc can restrict its engagement some specific bundles
