Description

Section 4.2 of the Web Services Addressing 1.0 - SOAP Binding document states that SOAPAction header must be equal to the WS-Addressing action. This statement relates to SOAP 1.1 only, for SOAP 1.2 there is no such rule. But this difference between SOAP versions is not considered org.apache.cxf.ws.addressing.MAPAggregator#validateIncomingMAPs.
