[CXF-3060] AddressingFeature(true, true) does not work in client side when the wsa policy is not enforced

Description

When the wsa is disabled in server side , the AddressingFeature(true, true) does not work in the client side . The javax.xml.ws.soap.SOAPFaultException(A required header representing a Message Addressing Property is not present) should be thrown from client proxy.
