[CXF-2947] http-osgi transport doesn't updateDests correct for the second service

Description

This is only happen when we deploy a first cxf service using http-osgi transport, then access url like http://localhost:8181/cxf/ to list available services, then deploy the second service, we can encounter the second service destination address not get updated correctly.
