[CXF-2172] RPC/Lit types with both XmlType and XmlRootElement are ending up as element parts, not type parts

Description

If a type has an XmlRootElement annotation on it and it's used for a method param/return value, with RPC/Lit, the parts in the generated wsdl are ending up as element parts intstead of type parts. That is not correct according to ws-bp rules.
