jms transport don't support MTOM

    Description

      mtom can't work over jms transport because miss content-type in the protocol header, but the content-type is important for AttachmentInIntecepor to parse the attachment in the message

          Bug - A problem which impairs or prevents the functions of the product. CXF-2207 JMS Transport send MTOM message as a TextMessage. The attachment becomes wrong.
