Description

When a replication is started between two databases that are already in sync, _active_tasks sometimes erroneously reports that there are X number of PendingChanges. This number then sticks until a document in the source database is bumped. This gives the false impression that replication is stuck and not working.

The conditions I had this problem in is when doing a pull sync from CouchDb 1.6.1 to CouchDb 2.0.0.
