[COUCHDB-3210] Getting multiple os_process_error and CouchDB stops responding

Description

On CouchDB 1.6.1 on windows, we are getting multiple os_process_error in the logs of CouchDB. And CouchDB stops responding. We have to restart it to make it work. Why am I getting this? I have difficulty understanding the call stak
