[CONTINUUM-1639] Ability to download files from the working copy

Description

Currently there is no way to (for example) download a large xml file that is in the target directory of the working copy.

Instead, when you click on the filename, it shows the content in the a text area, which has to be copied and pasted into a text editor to be saved locally.

We could add a 'download as text' link to the working copy pages (similar to the link on the build results page).

Related to CONTINUUM-457 (1.0.3 had this feature?)

See also CONTINUUM-922 which talks about OOME when it tries to display a large file, and CONTINUUM-953 which sounds like what I'm looking for, but it's closed as fixed already.
