[CONNECTORS-802] Documentum and FileNet connectors are not enabled in connectors.xml by default

Description

Doing the standard ant build, the Documentum and FileNet connectors are not enabled by default. It should be possible to enabled them since the only proprietary dependencies for these connectors are their server processes. The proper build logic seems to be in place but is not functioning as intended.
