[configuration] Property substitution doesn't work for subsets anymore

    Description

      The last refactoring of the subsets eliminated the previously working property
      substitution by chance.

      Patches follow.

      CAUTION: The patches revert a workaround for HierarchicalConfiguration, which
      makes 'illegal' internal assuptions about the implementation.
