[COMDEV-373] Projects doesn't find Daffodil DOAP file

Description

The Apache Daffodil project page says that Daffodil does not have a DOAP file available and so doesn't provide a lot of information that our DOAP file includes.

But the DOAP file is listed as https://daffodil.incubator.apache.org/doap.rdf in the projects.xml file and can be accessed. However, it looks like no json file is generated in https://projects.apache.org/json/projects/

I also noticed there's nearly 300 projects listed in projects.xml, but just under 200 json files. Maybe this isn't specific to Daffodil and about 100 projects are missing?
