Description

The HashFunctionValidator and BloomFilterIndexer provide static methods that are useful in creating new Bloom filter implementations that can interact with the implementations provided by Collections.  This change is to make those methods public to enable and simplify the interaction for developers  building new Bloom filter implementations.
