Add OSGi headers to bundles built and deployed via Maven

      Description

      I use OSGi and Apache Felix. I've been downloading the source and I've modified the Maven build of the jar to directly include OSGi headers. It would be nice if the release builds did the same thing.

      I can provide the Ant modifications if that is deemed useful.

      I will attach the patch once this issue is created.

        Modifying the <packaging> has no ill side affects that I have noticed. It is still a jar file and works just fine without any modifications to dependencies that include commons-collections.
