[CMIS-447] TCK Checkedout test doens't create/checked out document

Description

TCK test Checked outTest doens't create/checkout documents, just calls session.getCheckedOutDocs() to return documents currently checkedout in repository. If there is no checked out documents in repository, this test will skipped. I would think that tck should create documents and perform check out/in on these documents. Otherwise in a clean repository, this test will always skipped.
