Description

Marvin test cases in test suite test_privategw_acl.py fail intermittently with error 'createprivategateway failed, due to: errorCode: 431, errorText:Network with vlan vlan://549 already exists in zone 1'

Test cases use a VLAN from the zone VLAN range, to create VPC private gateway. But the VPC private gateway implementation does not book keep the info on op_dc_vent_alloc. So when test case create network they end up using same VLAN, resulting failure of createVpcPrivateGateway
