[CLOUDSTACK-9493] port 4.6, routing table are not getting delete when last IP is removed from the interface

Description

Till ACS 4.5 association of first IP and last IP is handled specifically to add and delete routing tables and its entries and corresponding ip rules.

From 4.6, only routing tables, ip rules are added but never get deleted even last IP from the interface is deleted.

Leaving stale configuration, conflicts when same device/interface is associated with public IP from different range hence messing up with routing.
