Description

Steps to reproduce:

• Create project
• Try to create VPC in project
• Fails

This does not work for any resource owned by a project. The implemented code gets the first user of the owner account, but in the case of a project (an account), there are no users, which cause and IndexOutOfBoundsException -> (https://issues.apache.org/jira/browse/CLOUDSTACK-7908)
