Description

1. Add one public subnet
2. Aquire ips from the two subnets and configure the rules so that the nics get plugged in VR.
3. Release all the ips from the subnet
Expected:
4. After all ips release the nic on the VR specific to this subnet get removed.
Bug: The nic is not unplugged and it can't be reused for other subnets if we add.
