[CLOUDSTACK-6169] assignVirtualMachine leaves associated tags assigned to old account

Description

I'm not 100% sure this is a bug, but it seems so. If you move a virtual machine between accounts via 'assignVirtualMachine', then list the virtual machine, any associated resource tags show the old account/domainid. This is confusing, but could also be a bad information leak
