Templates created from a snapshots can't be copied to other zones

    Description

      Here is how to reproduce this:
      Create a template from snapshot in zone1
      Try to copy this template to zone2
      Here is what log says:
      o No credentials configured for host=10.31.145.23:80
      o error= HTTP Server returned 404 (expected 200 OK) , pct=0
      We get this error because, the SSVM of target zone get this URL to get the template, http://10.31.145.23/copy/SecStorage/73f8f3cd-1752-3507-8d27-d7da1409b201/template/tmpl/31/2814/eac07dcc-76e4-4597-8267-9ba47247c03f.ova
      Following are the files present for this template at secondary storage:
      o a3a66b98-5e8f-4a02-9360-13d4cccad30d-disk0.vmdk
      o a3a66b98-5e8f-4a02-9360-13d4cccad30d.ovf
      o eac07dcc-76e4-4597-8267-9ba47247c03f.ova.meta
      o template.properties
      there is no ova file, in fact, we have ova.meta file
      for system templates and default CentOS5.3-x86_64 template, we do have following files:
      o b8eab8bc-3357-3465-8bee-c1c5282de703.ova
      o CentOS5.3-x86_64-disk1.vmdk
      o CentOS5.3-x86_64.mf
      o CentOS5.3-x86_64.ovf
      o template.properties
