During the network implement phase, if for what ever reason a network provider fails to implement the network then network goes into 'Shutdown' state. A network in shutdown can not be deleted as network delete operation expects network to be in 'Allocated' state, if the state is no'Allocated' then delete network fails with " Network is not not in the correct state to be destroyed: Shutdown."
This big is support a flag to force delete a network when ever there is failure in deleting the netwrok
