[CLOUDSTACK-5813] With S3 as secondary storage, snapshot taken in one zone cannot be used to create volume in another zone.

Description

As region-wide object store, snapshots taken on S3 should be used to restore to a volume in another zone. This is not supported in 4.2.x, and need to be fixed in 4.3.0.
