[CLOUDSTACK-4212] Can not deploy VM on the specific host on CloudStack UI

Description

When I wanted to add an instance on Infracstrure->Hosts-[select one]>View Instances>Add Instance, I can not see parameter "hostid" in the deployvirtualmachinecommand (see below).
Of course, it will be deployed to another host.
