      Description

      [Enhancement] Upload volume does not support local storage.

      When a data volume is uploaded using uploadVolume API, the disk will be stored in the secondary storage and an entry will be made in the volumes table in cloud DB with volume_type: DATADISK, disk_offering_id: 6 and state: Uploaded.

      The volume is getting created with custom disk offering and it's use_local_storage is set to 0. So this volume can't be attached to a guest vm if the primary storage is Local storage.

      It would be good to support even Local storage for the uploaded volumes.
