Option to place Table banner on top

      Description

      Allow option to show Table banner on top or bottom of the Table.

      Why: Banner on top provides a more a consistent way for an end-user to browse through a Table.

      The current setting displays the banner on the bottom thus changing location as the table changes in height as one moves through Table pages.
