[CLIMATE-620] OCW VM build hangs on pip install

Description

Was playing around and building a new VM and found that it kept hanging on installing pip. If you ctrl-c out of the install it still works and proceeds to install everything else correctly. Need to checkout logs and try to debug what's going on here. I think the issue might be that we're not passing '-y' here:

sudo apt-get install python-pip >> install_log

Although I'm surprised we didn't run into this in the past.
