Description

I just found that the dataset_processor.py code is still importing toolkit.process to use the 'create_mask_using_threshold()' function.

The plan moving forward is to move that function into ocw.dataset_processor and have rcmes call that function from ocw. This is similar to the other code migrations I have done from rcmes into ocw.
