      Updates bin/hicc.sh to include JVM heap options, and updates conf/chukwa-env.sh.template to reflect parameters to configure for changing HICC Jetty JVM heap size

      Description

      HICC Jetty server can run out of heap space when executing resource-intensive visualization widgets. Make the heap space used by the Jetty JVM configurable via the chukwa-env.sh, but allow reverting to JVM defaults if not specified.
