Update local-webserver plugin docs for fixed port warning (localStorage, IndexedDB persistence)

    Description

      The port has to be fixed for localStorage and IndexedDB to be persistent.
      By default the port is "0" which signals to the plugin to find a free port.

      Update the README, and also the plugin.xml info tag.
