[CB-619] Document how to use logging levels from Debug Console

Description

From https://issues.apache.org/jira/browse/CB-611 there is a desire to control the logging level, specifically to control which log messages show up in the release version and which log messages only show up in the debug build. For iOS this is already available in the Debug Console plugin but it is not really documented. I have already raised https://issues.apache.org/jira/browse/CB-618 to support the DebugConsole for all platforms, this issue is strictly for the documentation.
